Guidelines for the Enrollment of Foreign National Students in Schools of the Islamic Republic of Iran
Academic Year 1404–1405 (2025–2026)
Chapter One: Definitions
- Foreign National Students: Students holding valid documents issued by the Bureau for Aliens and Foreign Immigrants Affairs (BAFIA) of the Ministry of Interior, who meet the standard age requirements.
- Health Screening Certificate: A document issued by the Organization for Exceptional Education for evaluating the health of preschool children prior to entering elementary school.
- Residence Permit: A document issued by BAFIA for legal residence in Iran.
- Residence and Employment Services Offices: Authorized offices operating under the supervision of BAFIA.
- Student Guardian: The parents or legal guardian of the student.
- Introduction Letter: A document issued by the service offices or BAFIA to refer the student to a school.
Chapter Two: Enrollment Process
Enrollment Steps:
- For nationals residing in provinces other than Tehran: Visit the local BAFIA branches or affiliated service offices.
- School Enrollment: After receiving the introduction letter, refer to the nearest school to the place of residence (subject to availability).
Note 1: All students (whether new entrants or transferring between grades) are required to follow this process.
Enrollment Conditions:
- Enrollment is permitted in preschool, elementary, lower-secondary, and upper-secondary levels in both regular and special education schools.
- Enrollment in vocational and technical schools will be based on the balanced development policy.
- Enrollment in unauthorized areas is prohibited (except for students with special residency permits or children of Iranian mothers).
- School transfers are only permitted with approval from BAFIA.
Enrollment Period:
From August 11, 2025 (1404/05/21) to September 21, 2025 (1404/06/31) upon presentation of the introduction letter.
Grade Placement and Document Evaluation:
- Foreign educational documents must be evaluated by the Provincial Education Offices or the Center for International Affairs.
Chapter Three: Coordination Directives
- Students without a health screening certificate are not allowed to attend classes.
- Students with disabilities require an introduction letter and approval from BAFIA.
- Enrollment in public, private, gifted and talented, and schools for martyrs and veterans’ families must follow the Ministry of Education’s specific guidelines.
- Contributions from foreign nationals are collected in the same manner as for Iranian students.
Final Notes
- The father’s or grandfather’s name is registered as the student’s last name in educational records and cannot be changed.
- The introduction letter includes student information (name, unique ID, residency status, nationality, education level, etc.).
- Enrollment is only valid upon presenting this introduction letter and matching the information in the my.medu.ir system.
